The Main Street Watermain Improvements Project will upgrade aging underground water infrastructure along a key section of downtown Tofino. Phase 1 construction is expected to begin in late April or early May 2026, with substantial completion anticipated by June 2026.

This initial phase will improve water infrastructure on Main Street between Third and Fourth Streets and launches a three-phase plan to upgrade the watermain along Main Street from Fourth Street to First Street over the coming years.

Reliable infrastructure is an important part of Tofino’s long-term water security goals. Replacing aging pipes helps reduce water loss, improve system performance, increase fire flow capacity, and support future community needs.

Why This Project Is Happening

The existing watermain along Main Street has experienced a higher number of leaks and failures over time.

Several factors have contributed to this:

  • Aging underground infrastructure
  • Older service connection materials that no longer meet current standards
  • Historic installation conditions that have reduced pipe lifespan
  • Ongoing soil settlement in the road corridor
  • Heavy vehicle traffic in the downtown area

Replacing this infrastructure now helps avoid more frequent repairs, unexpected service disruptions, and higher long-term costs.

What Is Being Upgraded

Phase 1 includes:

  • Replacement of the existing 150 mm watermain with a new 200 mm watermain
  • Replacement of associated water service connections
  • Upgrades to improve long-term system reliability
  • Increased watermain capacity to help meet fire flow requirements

What to Expect During Construction

While every effort will be made to minimize disruption, temporary impacts are expected during active construction.

Construction Hours

Construction activities are expected to take place Monday to Friday, 9 AM to 5 PM. Weekend work is not anticipated unless required to address scheduling or unforeseen conditions.

Traffic & Access

  • One-way traffic during construction hours and two-way traffic outside construction hours
  • Traffic control personnel will be on site when required
  • Pedestrian access will remain open
  • Parking along this section of Main Street will be impacted during construction
  • Access to shops and services will remain open where possible

Water Service Interruptions

Temporary water shutoffs will be required at times to complete tie-ins and service connections. Residents and businesses affected by planned interruptions will receive advance notice directly from the District and/or contractor.

Project Cost & Funding

The construction contract for Phase 1 has been awarded to Knappett Industries Ltd.

  • Construction Contract Value: $342,380 plus applicable GST

The overall Phase 1 budget was approved through the District’s financial planning process and is funded through the C&I Levy - Water Reserve.

Looking Ahead

This work represents the first stage of a larger renewal project.

  • Fourth Street to Third Street (Phase 1)
  • Third Street to Second Street (Future Phase)
